Council Meeting & Elected Member Portfolios
All regular business of Council is considered at the monthly meeting of Council.
Under the Local Government Act 2002, the Council’s role is to promote the social, cultural, economic and environmental wellbeing of the district. The promotion of these well-beings for the District is a fundamental part of the role of council.
To share the responsibility of Council’s performance amongst elected representatives, each individual has been allocated a portfolio/s to “champion” and have oversight of. The portfolio appointments are as follows:

Cr J Booth Parks & Reserves including mountain bike park and forestry
Cr E Brazendale Resource management & regulatory functions
Cr R Carter Community Support (economic, environmental, social & cultural)
Cr B Durbin Property including Holiday Park, housing for elderly, pools, public
toilets, Exhibition Centre, Library, Events Centre and leased land
Cr J Greathead Wastewater and Waste Management
Cr W Knowles Roading including street trees
Cr B Poulsen Footpaths and cycling
Cr G Smith Water & Stormwater including water races
Hearings Appointments Committee
Where officers do not have delegated authority to consider and make decisions on resource consents, these will be heard by a Hearings Panel made up of a committee who have been accredited under the RMA Making Good Decisions programme.
Crs. E Brazendale and B Durbin in consultation with the Planning & Regulatory Manager are responsible for appointing RMA accredited commissioners or external commissioner/s for resource consent hearings and to appoint Council representative/s at Environment Court mediations where a decision is appealed.
Council’s Committees
Committees are used for specific topics where detailed consideration is required. Any recommendations from Committees will come back to the monthly Council meeting for adoption unless delegated authority to decide has been given.
Water Race Committee
The Committee is made up of elected members of the Carterton District Council and community representatives elected by water race users. The purpose of the Committee is to manage the district’s water race system.
Roading Committee
Its purpose is to make recommendations on roading matters within the district.
Audit & Risk Committee
Assist the Council to discharge its responsibilities to exercise due care, diligence and skill in relation to the Council’s:
* Application of accounting policies
* Financial management
* Systems of internal control
* Risk Management systems, processes and practices
* Protection of council assets
* Compliance with applicable laws, regulations, standards and best practice guidelines
* Ensure the quality of internal and external reports of financial and non-financial information
* Foster an ethical culture throughout Council
Rural Travel Fund Committee
The responsibility of the Rural Travel Fund Committee is to administer funds received from SPARC for travel costs associated with club sport in the district.
Heart of Carterton Committee
The Committee is responsible for the following:
* Examining options and making recommendations for progressing a long term community facility building for the district.
* Any related issues involving the use of community buildings
Joint Standing Committees
Wairarapa Joint Planning Committee
The Carterton District Council in conjunction with the Masterton District Council and South Wairarapa District Council have established the Wairarapa Joint Planning Committee. The purpose of the Committee is to promulgate a District Plan to cover the three regions. The Committee comprises three members from each authority plus supporting Council Officers.
Wairarapa Library Services Joint Committee
Is made up of elected members from the Carterton and South Wairarapa District Councils. The purpose of the Committee is to set policy for the direction of the Libraries in the two districts.
Joint Wairarapa Shared Services Working Party
The Carterton District Council in conjunction with the Masterton District Council and South Wairarapa District Council have established the Joint Wairarapa Shared Services Working Party to investigate shared services between the three councils.
Meeting Times & Agenda Availability
The monthly meeting of Council is held on the fourth Wednesday of the month, excluding January when no meeting is held. Meetings are held in the Council Chambers and commence at 9.30 am.
Joint Standing Committee and Committee meetings are held when and as required.
Agendas for all Council and Committee meetings are available for public inspection two days prior to the meeting, with the exception of any Emergency meetings of Council where agendas are available at the meeting. Public excluded items are not included. Copies of agendas and minutes with the exception of public excluded items are available to members of the public at the Council Office, Library or on Council’s website cartertondc.co.nz.
Members of the public are welcome and encouraged to attend meetings of Council and Committees. However, the Chairperson will ask the public to leave should the Council or Committee move into a Public Excluded section of the meeting.
A public forum is provided for at the start of the Council Meeting. Members of the public who wish to participate in this public forum must register their intention with the Committee Secretary on 06 379 4040.
