Summary of the Draft Proposed District Plan Change

Below is a summary of the key changes proposed to be made to the District Plan, drawing on the outcomes sought for the Waingawa Structure Plan:

Chapter 7 – Industrial Zone
Adding a specific objective for the Waingawa Industrial Area, as well as new or replacement policies and explanatory text for managing the subdivision, development and land uses in the Waingawa Industrial Area, including:

New policies and explanatory text recognising the significant investment required to ensure the Waingawa Industrial Area is adequately serviced
Adding several new specific permitted activity standards for the Waingawa Industrial Area, being:
A maximum 10m height limit for buildings within 25m of State Highway 2 – the current building height limit of 15m in the Industrial Zone would apply to the rest of the industrial area
A maximum site coverage of 80% for areas with impervious surfaces (i.e. all buildings, carparks, outdoor storage areas)
A maximum building bulk of 20,000m3 for buildings over 5m in height within 100m of Wiltons Road
A minimum building setback distance of 15m from State Highway 2, 35m from Wiltons Road, 10m from Norfolk Road, and 10m from any adjoining land zoned Rural
A minimum separation distance of 15m for all buildings within 100m of Wiltons Road
The provision of landscaping/screening for sites adjoining State Highway 2 and land zoned Rural
A maximum face area of 20m2 for all signs affixed to a building, with all signs to be located no higher than 5m above ground – no signs are to be located in the landscape buffer/greenway areas shown on the Structure Plan
Any proposed development that does not meet these standards would require resource consent as a restricted discretionary activity (unchanged)
Deleting Rule 7.5.4(b) which requires any new activity in the Waingawa Industrial Area to obtain resource consent as a Controlled Activity

Section 18 – Subdivision, Land Development and Urban Growth
Deleting the ‘Future Development Area’ overlay from the Waingawa Industrial Area, including the relevant rules requiring a Development Concept Plan for all subdivision and development within the Waingawa Industrial Area

Section 20 – Subdivision Rules
Amending the subdivision rules to require subdivisions to be consistent with the Waingawa Structure Plan, and assessing any non-compliance with the Structure Plan as a Discretionary Activity (currently a Non-Complying Activity)

Section 22 – Assessment Criteria
Adding specific Assessment Criteria for evaluating resource consent applications in the Waingawa Industrial Area

Section 23 – Financial Contributions
Adding an additional infrastructure financial contribution that only applies to the Waingawa Industrial Area in respect of infrastructure (all other costs associated with the development of reserves and roading would be covered by the existing financial contributions) – this additional contribution is proposed to be $475 per 100m2 of land being subdivided or developed (this new contribution is “on-top” of the current infrastructure financial contribution of $5,000 per lot)

Appendices
Adding the Waingawa Wetland as a ‘Significant Natural Area’ and ‘Significant Waterbody’ to the relevant schedules in the District Plan, meaning the current requirements relating to building setback and earthworks would apply to this wetland
Deleting the current Waingawa Structure Plan in Appendix 12 and replacing it with the revised Waingawa Structure Plan
Adding a Design Guide to the Appendices to assist in the design and consenting of subdivision and development in the Waingawa Industrial Area
Amend Appendix  5 ‘Requirements for Roads, Access Parking and Loading” to make specific provision for roads in the Waingawa Industrial Area.

If you would like to know more about this Proposed Plan Change, an open evening is being held in the Council Chambers, Carterton District Council, Holloway Street, Carterton at 5.00pm – 8.00pm on Wednesday 10th February 2010. Please drop in at any time during this period to ask any questions about the Proposed Plan Change.
You are also invited to send Council any written feedback on the Draft Proposed Plan Change. The Proposed District Plan Change is to be reported to Council in March 2010, therefore, we would appreciate receiving your written comments by the 19th February 2010. If you would like to speak at the Council meeting in March regarding your written comments, please indicate this in your written comments.

What Happens Next?
The Carterton District Council will consider all feedback on the draft plan change before it is approved to proceed to the Wairarapa Combined Planning Committee, incorporating any changes it considers necessary.  The Combined Planning Committee will review the draft plan change, and may make any final changes to the Proposed Plan Change before it is adopted for public notification.
When the Proposed Plan Change is publicly notified, it will be open to submissions from any interested person or organisation.  Once submissions have been received, a hearing will be held to consider these submissions.
