Council’s Committees
Committees are used for specific topics where detailed consideration is required. Any recommendations from Committees will come back to the monthly Council meeting for adoption unless delegated authority to decide has been given.
Audit & CEO Review Committee
Assist the Council to discharge its responsibilities to exercise due care, diligence and skill in relation to the Council’s
- Application of accounting policies.
- Financial management.
- Systems of internal control.
- Risk management systems, processes and practices.
- Protection of council assets.
- Compliance with applicable laws, regulations, standards and best practice guidelines.
- Ensure the quality of internal and external reports of financial and non-financial information.
- Foster an ethical culture throughout Council
- Deal with matters pertaining to the employment and performance of the CEO.
Community Development Committee
The Carterton District Council in conjunction with the South Wairarapa District Council have established the Community Development Committee to enable funding to be sourced from the Ministry of Justice, Crime Prevention Unit for the Life to the Max Programme administered by the Southern Wairarapa Safer Community Council.
Hearings Committee
Where officers do not have delegated authority to consider and make decisions on resource consents, these will be heard by a Hearings Panel made up of Commissioner who have been accredited under the RMA Making Good Decisions programme.
Crs. E Brazendale and B Durbin in consultation with the Planning & Regulatory Manager are responsible for selecting an appropriate panel to hear each resource consent.
Heart of Carterton Committee
The Committee is responsible for the following:
- Examining options and making recommendations for progressing a long term community facility building for the district.
- Any related issues involving the use of community buildings.
Joint Standing Committee
Wairarapa Planning Committee: The Carterton District Council in conjunction with the Masterton District Council and South Wairarapa District Council have established the Wairarapa Planning Committee. The purpose of the Committee is to promulgate a District Plan to cover the three regions. The Committee comprises two members from each authority plus supporting Council Officers.
Wairarapa Library Service: Is made up of elected members from the Carterton and South Wairarapa District Councils. The purpose of the Committee is to set policy for the direction of the Libraries in the two districts’.
Roading Committee: Its purpose is the make recommendations on roading matters within the district.
Rural Travel Fund Committee: The responsibility of the Rural Travel Fund Committee is to administer funds received from SPARC for travel costs associated with club sport in the district.
Water Race Committee: The Committee and is made up of elected members of the Carterton District Council and community representative elected by water race users. The purpose of the Committee is to manage the district’s water race system.
Civil Defence and Emergency Management Group Joint Committee: Comprises the Mayors of the Wellington Region and Chairperson of Greater Wellington Council. The purpose of the Committee is to provide governance and strategic direction to the Wellington Regional Civil Defence Group.
